That's the file you'd get from duplicating your bookmarks file in the Finder, so probably only you can answer that question...
And neither seems to be current with what Camino shows - I just deleted most of my bookmarks, but they are still in both plists. I've heard some people talk about rebuilding their Camino profiles after the 8.3 version.. Could that be what's going on?
Have you quit Camino? It's quite possible that bookmarks are only written out to disk on quit.
