Unfortuately, we're talking versiontracker here and versiontracker pulls the
files from the developer's site (wherever that is). So that would indicate a
huge number of potential server admins to contact.

No, Versiontracker is not the problem; they are just making it worse by not allowing people the option to option-click or right-click the link. The only ones who can fix it are the webmasters of the individual sites.
However, Versiontracker has a relationship with all these webmasters, and could easily verify the MIME type of the download links submitted to them. You could suggest to Versiontracker that they add this feature.
