i tried futzing with this last night, and it appears that the prefs
that CEP sets only prevent links from opening new windows, loading
them in the same tab. It doesn't allow you to specify that it should
open in a new tab, which i think it the way most people want to use it.
However they did it for firefox, I don't think embedding apps got the
love.
