Gah, sometime between 09a1 and a2 there must have been a change to tab (or sheet) focus that is just driving me crazy.
you see, with "always ask about cookies" set when opening pages in tabs (say from a search results page, or something like drudge) focus gets flipped around sometimes multiple times to random tabs just to show the cookie accept dialog, and doesn't switch back. This is a royal pain in the ass as when this dialog will poop is very unpredictable (will it pop on an opened page? at what point in loading will it pop) and very jarring.
I don't know what you were trying to change in there, if it was an intentional change, but it stinks
If I'm "working" with a web page I don't want focus taken away from that page, I don't care what my particular privacy settings are.
Did try looking up a bug, twice now, but unless its a core thing I haven't seen anything addressing this
