I have Camino set to accept all cookies (always have). I looked
through my list and there are several weather.com cookies, none are
blocked. My exceptions list is blank as well.

Hmm.  I just set up a "my" page and couldn't reproduce it.  If you
accept all cookies, then that's certainly not the problem...and
whatever causes that error message the other 1% of the time must be
at fault.  Unfortunately, I don't know what that other cause might be
:-(

It occurs to me that I neglected to test with other browsers. Opera had no problems rendering that page. Safari did something interesting... it popped up a sheet that indicated that there were "too many redirects" and did NOT render the page. Here is the text:

Too many redirects occurred trying to open "http://www.weather.com/weather/my/";. This might occur if you open a page that is redirected to open another page which then is redirected to open the original page.

Seemingly same error as Camino. However, this is an old version of Safari, it was the last version that ran under 10.2.8, (1.0.3 (v85.8.1)). So it seems that the browser is at fault...
