You might see that as part of the widget overhaul being done to bring
Camino's widgets to Firefox. In the meantime, you could consider
using <button>s, which are styleable in Camino and (IIRC) Safari.
On the other hand, as far as I know the CSS spec still lists form
styling as optional, which means making that a significant part of a
web page design is arguably a design flaw.
