Works for me...
Are you sure that both the "CocoaGestures" as well as the "Gesture
Action" windows are in the background when selecting file -> close
tab?
What version of CocoaGestures are you using? I have 1.1, but 1.2 isn't
much different.

To make myself clear, here are the exact steps:
0. Open more than one tab in Camino
1. Access CocoaGestures
2. Double-Click the "function" field
3. bring the Camino browser window to the front (by clicking on it)
4. Select File -> close tab from the menu bar.
