My understanding was the growl stuff required that we ship a
framework with camino, which adds a dependency on the build system
and the build machines for being updated. That was the primary
inertia. The code is easy, but adding yet another 3rd party component
that developers have to go download and install in the right place to
get their build to work put us off.
That's not saying we won't do it, but getting it landed will take a
lot of coordination.

Regarding the licence issue, softwares such as
Adium, Vienna or Cyberduck
include Growl support, so I don't think (and I hope)
this won't be a problem
in Camino.
I'd be very glad to test your Camino with Growl
support, Is it downloadable
