You've struck on precisely the reason this is complicated. History lives inside the bookmarks manager (the same overview you get when viewing either bookmarks or history). As you can see, it's merely a collection (like bookmarks bar or bookmarks menu) inside the bookmarks manager, so a history toggle *would* affect bookmarks.
