That would be a bug. If you can reproduce this problem in a recent nightly build, using a clean profile, please file a bug at bugzilla.mozilla.org with a specific site that shows the behavior. > 2. At a behavioral level, the answer is that people routinely open multiple tabs or windows for the same site. If cookies were per tab, that would be impossible.
