I can confirm this page works as intended in Opera/Win and IE7, but this may
be a case where quirks mode in these browsers is just a little better at this
one case. 

This page has iframes in table cells and attributes like MS_POSITIONING
and SCROLLING which are invalid as best as I can tell.  I'm not sure that
Gecko is necessarily doing the wrong thing here by not positioning the map
footer where the designer wanted, but it certainly isn't the intended result.
