Scott, you're referring to the shortcut for: Menu > View > Make Text Bigger [/Smaller]
These guys were talking about: Menu > Window > Zoom (which is the equivalent of clicking the "+" in the window's title bar) BTW, for a long time I've been using an "All Applications" shortcut under "Keyboard & Mouse" under "Preferences"... "Command-Control-X" --> "Zoom". I use this 'coz it works with iTunes also.
