The launcher could follow that definition of stable one day, yes, but
it is not the case at all right now.
The launcher already deploys a version of Camlistore much more recent
than 0.9 (rev a0276d4f9dff335b7a899fc7952597dadd7d4c80 , to be
precise).

When we get to doing the so called monthly releases, I think I would
propose that those versions are the "stable" channel that the launcher
deploys by default.
