Already deployed launcher instance isn't accessible (apparently scary red
url has gone). I started my GCE VM and also restarted it after 15 mins. May
the build has not yet propagated to GCE, I will try tomorrow. [I'm in @NYPL
they may be blocking unknown URLs, they block porn etc].
