Rather by non-design. The "assemble" feature of the share handler only exists for a singular item (a file), because when sharing just one item the meaning is easy. Which is why in the web UI we can afford to directly show the link to the assembled shared item. What to do when assembling all the parts when sharing multiple items transitively is another story. I've had a couple ideas on how to present that, but none that Brad liked so far. That is why the web UI shows you the URL of the share claim and leaves with you the responsibility of using it accordingly (for now).
Please note though, that on the canary branch, this change https://camlistore-review.googlesource.com/c/camlistore/+/10006 should allow you to directly import to your Camlistore (through the web UI) all the items that are made accessible by a share claim (that say, a friend gave you).
