In 1960 American spy plane pilot Francis Gary Powers was convicted
of spying by the U.S.S.R. At this time the Cold War weapons race
was at a fever pitch. U.S. President Dwight Eisenhower and Russian
Premier Nikita Khrushchev both hoped for improved relations between
the two countries. However, both sides actively spied on each
other, and on May 1, 1960, the Soviets shot down a U2 spy plane
flown by Powers. Initially, Eisenhower denied that the U.S. had
engaged in espionage flights. In response, the Soviets displayed
Powers. When forced to acknowledge the truth, an embarrassed
Eisenhower accepted full responsibility. Powers remained in jail
in the Soviet Union until 1962 when he was exchanged for a captured
Soviet spy.
