  FEDERAL DIARY: STEPHEN BARR
At Odds on How -- and Whether -- to Resolve Pay Gap for Guard
and Reserves -
http://letters.washingtonpost.com/W8RT044FB507D84658B4F3FA092DA0 Congress and the
White House moved
expeditiously this summer to enact a defense spending bill for
fiscal 2005 and provide the troops with a 3.5 percent pay raise
next year. But Congress, the Pentagon and the White House have
shown less enthusiasm for a proposal that would make up any
shortfall in salary when a federal employee is called to active
duty in the National
Guard and the reserves.

 THE REGULATORS: CINDY SKRZYCKI
New USDA Rule Changes Barbecue Standard -
http://letters.washingtonpost.com/W8RT044FB517C84658B4F3FA092DA0 You can't say it's
been a front-burner issue
for most people, either the millions of Americans who enjoy
barbecue on the grill or out of the can, or the Department of
Agriculture regulators who first proposed changing the rules
seven years ago. But for one barbecue producer, the recent
modification in regulations governing the product are a big
deal.

 STATE DEPARTMENT
State's Security Bureau Takes on Expanded Role -
http://letters.washingtonpost.com/W8RT044FB587F84658B4F3FA092DA0 The Bureau of
Diplomatic Security has more
agents deployed around the world than any other U.S. law
enforcement agency. Its diverse and dangerous missions are now
on the frontline of
the war on terrorism.
