1. OPM Calls for Government-wide IT Training Framework 
Based on Clinger-Cohen Competencies
The Office of Personnel Management has announced its 
intention to link existing government-wide IT training 
programs into a consolidated framework largely based on the 
Clinger-Cohen core competencies developed in 1997 to help 
agencies establish knowledge and skill requirements, and 
recommended increased use of the IT exchange program.

OPM conducted a study in 2000 of the federal IT workforce 
and identified competencies for the IT management 
occupational series and parenthetical specialty titles, 
that together with the Clinger-Cohen competency information 
represent the critical competencies for the federal IT 
workforce and are the evaluative basis for the report in 
determining the adequacy of the existing IT programs, 
said OPM. 

It said such a framework would "raise the bar for federal 
IT training and education, and called for improvements to 
existing training opportunities.

The Government Accountability Office said in a recent 
report that federal agencies often did not follow best 
practices in IT training, and survey respondents cited 
budget and time constraints as reasons for not devoting 
more time to IT training. 

The Clinger-Cohen competencies identified by OPM are: 
policy and organizational leadership; process and change 
management; information resources strategy and planning; 
performance assessment: models and methods; project and 
program management; capital planning and investment 
assessment; acquisition; e-government, electronic 
business and e-commerce; IT security and information; and, 
desktop technology tools.

2. GAO Issues FFMIA Checklist 
The Government Accountability Office has issued a core 
financial systems requirements checklist designed to help 
reviews of agency core systems to determine if they comply 
with the federal financial management improvement act as 
well as assist in annual reporting. It is geared to federal 
program managers, systems analysts and developers, 
accountants and others who design, develop, implement, 
operate or maintain financial management systems.

Agencies should assess the results of the completed checklist 
based on the core financial system requirements as a 
whole in determining FFMIA compliance, said GAO. 

The checklist columns correspond to a question, answer and 
explanation, with a "yes" answer indicating that an agency's 
core financial system provides for the capability described 
in the question. GAO said cost-benefit studies and 
supporting documentation should be referenced in explanations.

3. Guidance Issued on Excused Absences
The Army has issued guidance to supervisors on the use of 
excused absence, saying that while supervisors may grant 
such leave at their discretion, the authority "should be 
used sparingly." 

"There are no specific statutory provisions or Office of 
Personnel Management (OPM) regulations covering excused 
absence. The Department of Defense (DoD) provides agency 
guidance on excused absence in the Civilian Personnel 
Manual, DoD 1400.25-M. The U.S. General Accounting Office's 
(GAO) Civilian Personnel Law Manual, Title II-Leave, Chapter 
5, may also be used as a general reference for excused 
absence," the guidance says, noting that Comptroller 
General decisions on use of the authority limit the 
discretion to "situations involving brief absences."

It said common situations for granting excused absence 
include: employees returning from active military duty; 
voting; and when the employee is unavoidable absent or tardy; 
such as, tardy resulted from a traffic delay due to road 
closure.
