1. Ridge: Integration of people, technology helps secure nation

Homeland Security Secretary Tom Ridge on Tuesday touted the Bush administration's use
of technology to protect the homeland over the last three years, but the secretary was
careful not to strike a partisan chord amid the political background.
"Three years after the [Sept. 11, 2001, terrorist attacks], I can tell you that
working in common effort for the common good is the way of homeland security," Ridge
said at a National Press Club luncheon. "And when I say homeland security, I'm not
speaking of a federal strategy - rather, the mission and mandate of a nation."
Ridge said there is "no doubt" the department can do more to bolster security but
added that the "successful integration of people and technology for a greater purpose
has had a genuine result."

2. Panel reviews integration of communications systems

While the Homeland Security Department has made strides with its SAFECOM program to
coordinate wireless safety programs for the government, challenges remain to fostering
communications among different systems, a department official said Wednesday.
"Our nation is heavily invested in an existing framework that is largely
incompatible," SAFECOM Director David Boyd said in written testimony before the House
Government Reform Subcommittee on Technology, Information Policy, Intergovernmental
Relations and the Census. Despite the challenges, he said, SAFECOM has "accomplished a
great deal in the short time [the department] has managed the program."
Those accomplishments include the RapidCom Initiative, which provides training to 10
urban areas in how to respond to emergency situations. The program is a "catalyst for
these areas to begin to institutionalize routine training and exercises, governance
meetings, standard operating procedures, and more frequent use of interoperable
communications," Boyd said.

3. Senators say data-sharing transformation must continue

With the third anniversary of the 2001 attacks just three days away, two influential
lawmakers on Wednesday cited progress toward sharing intelligence information within
government but said more cooperation is needed to protect Americans.
Senate Governmental Affairs Committee Chairwoman Susan Collins, R-Maine, and the
panel's ranking Democrat, Joseph Lieberman of Connecticut, made their remarks during a
hearing on making the intelligence community more agile to fight terrorism and
emerging threats.
Both senators were part of a group of lawmakers that met Wednesday with President Bush
and Vice President Dick Cheney to discuss intelligence reform.

4. Space facilities struggle to get back to business after hurricane

Disaster response teams scouring NASA's Kennedy Space Center in the aftermath of
Hurricane Frances have discovered more damage to important shuttle launch
infrastructure.
After a helicopter tour of the coastal spaceport Tuesday, KSC Director James Kennedy
added a computer center to the growing list of facilities that are uninhabitable. He
told reporters that a factory for space shuttle thermal protection systems and the
mammoth Vehicle Assembly Building also are not safe for workers to enter.
"While it is so much better than we thought it might have been," Kennedy said, "the
truth of the matter is, many, many buildings have siding and roofing damage and water
leaking...and there's going to be an awful lot of work to repair the damage that's
been done." About 800 of the space center's 14,000 federal and contractor employees
work in the three hardest hit structures and that is one reason why the NASA
installation will not fully be open for business until at least Monday, he said.

5. NASA tallies hurricane damage at Florida launch site

Hurricane Frances spared America's space shuttle fleet, but took a costly toll on
facilities needed to prepare the winged craft for launch.
The Labor Day weekend storm ripped metal siding from the Vehicle Assembly Building at
NASA's Kennedy Space Center and peeled back the roof of the factory where the
shuttle's heat-resistant tile skin is made.
NASA officials had only begun adding up the costs Monday, but KSC Director James
Kennedy told reporters that he fears damage to crucial infrastructure could hinder the
agency's efforts to return shuttles to flight by March.
