1. Mid-Career Government Hires From Private Sector Increase
The number of mid-career candidates -- GS 12 to GS 15 -- 
hired from outside the government to fill managerial and 
specialists positions has risen five percentage points 
over the past three years to 15 percent, according to new 
report from the Partnership for Public Service, a 
non-profit that tries to generate interest in government 
careers.

Workers from outside the government are necessary to inject 
new ideas and perspectives as well as to brace for 
retirements that will outpace "the number of promotion 
ready candidates who are already in the federal government," 
said the report. 

It said the federal government has become more efficient 
in attracting external mid-careerists, and that in 2003 it 
hired 2,476 more people from outside even though fewer jobs 
were available to them -- in 2000, 21,162 vacancies, or 49 
percent, were open to the public and in 2003, 15,719, or 43 
percent, were open to the public. 

The report said agencies vary in both extent and success in 
advertising and hiring mid-career employees. 

For example, the Small Business Administration opened up 
nearly all -- 97.1 percent -- of its mid-career jobs to the 
public in 2003 but filled just 4.2 percent of them with 
non-federal candidates. 

However, the State Department, working to close a civil 
service gap, filled 22.8 percent of those jobs with external 
candidates with just 30.8 percent of its jobs available to 
the public.

PPS said further study was needed to determine why the number 
of hires from outside the government is increasing even while 
the number of jobs opened to them is decreasing, though of 
course one indication is that agencies are becoming more 
efficient in targeting individuals.  

2. Report: More Needs to Be Done to Recruit Mid-Career 
Candidates 
Even though the number of mid-career hires from outside the 
government has increased since 2000, 85 percent of those 
jobs are filled internally, a rate the report says is not 
sustainable. 

"With 430,000 fewer civil servants today than in 1990, and 
a pending retirement boom, the federal government almost 
certainly won't have the �bench strength' to adequately 
fill these jobs internally," said the report.

It said the federal government has a mid-career skills gap 
that is "in part the result of almost a decade of 
downsizing, which left too thin a bench available to fill 
upper level positions with experienced workers," and noted 
the need, "to expand the pool of promotion-ready candidates 
through mid-career hiring and internal development."

Just half of mid-career professionals expressed interest 
in working for the government in a recent, national survey 
conducted by PPS, and 78 percent agreed that, "the federal 
government workplace is in desperate need of reform to make 
it a better place for people to work."

According to the survey, 65 percent for college students 
and recent graduates expressed an interest in working for 
the government. 

In order to attract more mid-career professionals, PPS 
recommended shortening the hire time, and making better 
use of available hiring flexibilities like recruitment 
bonuses, relocation bonuses, and direct hire authority for 
specialized and high-need occupations.

3. OPM Updates Federal Emergency Guides 
The Office of Personnel Management has released updated 
emergency guides for federal employees and managers 
disclosing the responsibilities of federal agencies and 
presenting options to prepare for emergencies. 

The guides recommend establishing telework arrangements, 
as well as designating emergency personnel and shelter 
protocols. 

Federal facilities have individual security considerations 
that should be taken to protect employees and the "federal 
managers, decision makers guide," gives general 
information on practical steps to mitigate harm in the 
event of an emergency, said OPM. 

The "federal employee's emergency guide," provides general 
information on biological, chemical and radiological risks 
and what can be done to prepare for an emergency event 
involving these substances. The emergency guides can be found
