1. OPM Links Presidential Quality Award to PMA
The Office of Personnel Management has announced two changes 
to the president's quality award program -- used to recognize 
programs and employees - that it says more strongly links it 
to the president's management agenda. 

In its call for 2004 PQA applications, it said the first 
change provides for three separate categories, designed to 
recognize specific innovative and exemplary practices, 
overall agency achievement in each of the five PMA 
initiatives, and "overall agency management and how 
effectively the different management systems are integrated."

The second establishes criteria for submitting applications 
in each category. To submit an application in the "innovative 
and exemplary practices category," agencies must have at 
least a yellow rating in the PMA initiative under which it 
is made. 

"For submissions under the five government wide initiatives 
the condition is a status green score for the initiative 
under which the submission is made," said OPM. 

It said, "for submissions in the overall management 
category the condition is status green scores in two of the 
five government wide PMA initiatives and no reds."

"The awards recognize agencies and employees for their 
achievements in creating integrated systems and practices 
which better support the achievement of their respective 
agency missions," said OPM. 

It said agencies not scored under the PMA can only submit 
applications under the innovative and exemplary practices 
category, and only if the programs and employees "directly 
and materially advance the common sense management 
objectives of the PMA." 
 
Submissions are due Oct. 1. Award criteria and instructions 
are available at: www.opm.gov/pqa.

2. GAO: Tax Haven Companies Have Advantage in Federal 
Contracting 
Tax haven contractors -- U.S. subsidiaries of corporate 
parents located in tax haven countries -- may have an 
advantage when competing for federal contracts, the 
Government Accountability Office has said. 

It said those companies are able to shift income off shore 
and have lower taxes on additional income from a contract, 
thereby enabling it to offer a lower price relative to 
non-haven domestic companies. 

"One way for a contractor to gain a tax cost advantage is by 
reducing its U.S. taxable income from other sources to less 
than zero and by using its losses to offset some or all of 
the additional income from a contract, resulting in less 
tax on the contract income," according to GAO-04-856. 

It said in 2002 the federal government was involved in some 
8.5 million contract actions and awards worth over $250 
billion, and that some of the contracts were given to tax 
haven contractors.

3. FAA Ordered to Hire Additional Systems Specialists 
The Federal Labor Relations Authority has upheld an 
arbitrator's decision ordering the Federal Aviation 
Administration to raise its number of systems specialists 
to a minimum of 6,100 nationwide, according to Professional 
Airways Systems Specialists, the union representing those 
employees. 

It said FAA, having placed the systems specialist position 
at a low budget priority, has for two years maintained well 
below the 6,100 positions it agreed to in 2000 that are 
needed to "safely certify and maintain the air traffic control 
system." 

"There are serious safety issues for operating the air 
traffic control system without enough systems specialists," 
said PASS, urging FAA to start hiring right away in 
compliance with the arbitrator's decision.
