1. Be Careful about Political Events On-Site

The Office of Special Counsel, which is in charge of enforcing
the Hatch Act,has issued an advisory addressing candidate 
visits to federal agencies, providing examples of activities 
prohibited by the law, which limits political activities by 
federal employees and at federal facilities.

These include authorizing the use of a federal building or 
office for campaign activities, such as town hall meetings, 
rallies, parades, speeches, fundraisers, press conferences, 
"photo ops" or meet and greets; attending or planning such 
campaign events while on duty or in a federal building or office; 
or distributing campaign literature or wearing campaign-related 
items while on duty or in a federal building or office. The 
opinion further states that OSC views candidates' requests 
to visit federal facilities that are coordinated by 
candidates' campaigns as presumptively for a campaign 
purpose and not official 
business.

2. OPM Increases E-Training for Intelligence, Defense, 
Homeland Security
 
The Office of Personnel Management has announced that it 
has retained the National Technical Information Service and 
FasTrac as additional e-Learning service providers, something 
it says will benefit government agencies related to the 
intelligence community. 

It said the Department of Defense and the Department of 
Homeland Security would benefit "by linking to government-wide 
e-learning content, reference materials, tools, government 
community of practice sites, and collaboration group tools."

OPM said the training initiative gives agencies tools to develop 
human capital strategically, and generally reflects a unified 
approach across government to support continuous learning. 

"Having agreements with NTIS and FasTrac enables OPM to 
reach out to more agencies with a larger selection of 
products and additional contracting vehicles that complement 
the current government-wide e-Learning portal, 
www.GoLearn.gov ," said OPM. 

It said golearn.gov has 200,000 registered users who 
have completed as many courses, and estimates that the 40 
agencies participating in e-training represent millions 
of dollars in cost savings.

3. Effect of Terrorism-Focus on Other FBI Priorities 
Inconclusive, Says GAO
  
Shifting priorities within the Federal Bureau of Investigation 
toward counter-terrorism have not had a conclusive effect on 
its traditional crime enforcement performance, the Government 
Accounting Office has said. 

It said that the FBI shifted agent resources to counterterrorism, 
counterintelligence and cyber-crime away from drug crimes - its 
drug program alone saw 550 employee transfers -- white-collar, 
and violent crime enforcement programs, but that the data it 
examined do not indicate whether performance in those roles has 
suffered. However, it cautioned that its assessment was based 
on short-term indicators. 

Similarly, some law enforcement officers said the effect was 
negligible while others said, drug, white-collar and violent-crime 
investigations had suffered, said GAO. 

It said following the priority shift after 9/11, "the combined 
FBI and DEA non-supervisory field agent resources decreased by 
about 10 percent," but DEA is expecting increases in positions 
over the next two years. 

The number of new FBI and DEA drug matter cases also declined 
by 10 percent since 2001, from 22,736 in fiscal 2001, to 20,387 
in fiscal 2003, said GAO, noting that the decline could be 
attributed to an increase in targeting major organizations 
rather than more widespread smaller networks. 


White-collar and violent crime data do not demonstrate conclusive 
effects either. "The number of white-collar crime referrals from 
federal agencies to U.S. Attorneys declined by about 6 percent, 
from 12,792 in fiscal year 2001 to 12,057 in fiscal year 
2003, violent crime referrals from all federal sources have 
increased by about 29 percent, from 14,546 in fiscal year 2001 
to 18,723 in fiscal year 2003," said GAO.
