Purpose of Program: The purpose of the Technological Innovation &
Cooperation for Foreign Information Access (TICFIA) Program is to
support projects that will develop innovative techniques or
programs using new electronic technologies to collect information
from foreign sources.  Grants will be made to access, collect,
organize, preserve, & widely disseminate information on world
regions & countries other than the United States that address our
Nation's teaching & research needs in international education &
foreign languages.
    Applications Available: September 14, 2004.
    Deadline for Transmittal of Applications: November 17, 2004.
    Eligible Applicants: Institutions of higher education, public
or nonprofit private libraries, or consortia of such institutions
or libraries may apply.
    Estimated Available Funds: The Administration has requested
$1,700,000 for this program for FY 2005.  The actual level of
funding, if any, depends on final congressional action.  However,
we are inviting applications to allow enough time to complete the
grant process if Congress appropriates funds for this program.
    Estimated Range of Awards: $100,000-$200,000.
    Estimated Average Size of Awards: $170,000.
    Estimated Number of Awards: 10.

Purpose of Program: The Comprehensive Program supports grants &
cooperative agreements to improve postsecondary education
opportunities.  It encourages reforms, innovations, & improvements
of postsecondary education that respond to problems of national
significance & provide access to quality education for all.
    Dates: Applications Available: September 13, 2004.
    Deadline for Transmittal of Pre-Applications: November 3, 2004.
    Deadline for Transmittal of Final Applications: March 22, 2005.
    Eligible Applicants: Institutions of higher education or
combinations of those institutions & other public & private
nonprofit institutions & agencies.
    Estimated Available Funds: $12,700,000 for new awards.
    The Administration has requested $32 million for this program
for FY 2005 (approximately $12.7 million of which will be available
for new Comprehensive Program awards).  The actual level of
funding, if any, depends on final congressional action.  However,
we are inviting applications to allow enough time to complete the
grant process if Congress appropriates funds for this program.
    Estimated Range of Awards: $50,000-$600,000 per year.
    Estimated Average Size of Awards: $212,000 per year.
    Estimated Number of Awards: 60.

provides grants to enhance international business education
programs & to expand the capacity of the business community to
engage in international economic activities.

    Eligible Applicants: Institutions of higher education that
enter into agreements with business enterprises, trade
organizations or associations that are engaged in international
economic activity -- or a combination or consortium of these
enterprises -- for the purposes of pursuing the activities
authorized under this program.
    Estimated Available Funds: The Administration has requested
$2,216,934 for new awards for this program for FY 2005.  The actual
level of funding, if any, depends on final congressional action.
However, we are inviting applications to allow enough time to
complete the grant process if Congress appropriates funds for this
program.
    Estimated Range of Awards: $50,000-$110,000.
    Estimated Average Size of Awards: $79,176.
    Estimated Number of Awards: 28.

  Fulbright-Hays Group Projects Abroad Program (Federal Register:

Purpose of Program: The Fulbright-Hays Group Projects Abroad (GPA)
Program supports overseas projects in training, research, &
curriculum development in modern foreign languages & area studies
for groups of teachers, students, & faculty engaged in a common
endeavor.  Projects may include short-term seminars, curriculum
development, or group research or study.  This competition will
support advanced overseas intensive language projects.
    Applications Available: September 23, 2004.
    Deadline for Transmittal of Applications: November 2, 2004.
    Eligible Applicants: (1) Institutions of higher education, (2)
State departments of education, (3) Private nonprofit educational
organizations, & (4) Consortia of these entities.
    Estimated Available Funds: The Administration has requested
$4,312,450 for new awards for this program for FY 2005.  The actual
level of funding, if any, depends on final congressional action.
However, we are inviting applications to allow enough time to
complete the grant process if Congress appropriates funds for this
program.
    Estimated Range of Awards: $50,000-$80,000 for short-term
seminars, curriculum development or group research or study;
$50,000-$310,000 for advanced overseas intensive language projects.
    Estimated Average Size of Awards: $70,696.
    Estimated Number of Awards: 61.

this program.
