There are some illogical exceptions to this.  Boot Key Harbor at Marathon is going to 90% moorings.  You will have to be on a mooring to stay there.  Even though the moorings are rented from the City of Marathon you are required to show an anchor light though the vast majority don't.
        Perhaps one point of confusion: I believe that when moored or anchored in a
  designated anchorage area (where most moorings are) you are not required to
  display an anchor light or day shape.
