You should be very careful not to mix effectivity and efficiency.

EV design should almost by definition be more effective with regard to 
the requirements and feedback given than any other method.

This is a question about efficiency.

The real question seems to me whether (in which context) EV design is 
/sufficiently/ efficient, i.e. whether the price in efficiency paid for 
the superior effectiveness is worth paying.
