You should get a good introductory book on C++. I
would recommend "Sam's teach yourself C++ in 24
hours." Not 24 consecutive hours of course :-).
Also, you need a C++ compiler. To know what software
to get, you need to consider your operating system.
If you have Linux or some other Unix flavor, you
probably already have the gnu compiler collection, or
gcc, which includes g++, which lets you compile your
C++ programs so you can run them. If you are on
Windows, you can get a Windows version of gcc called
Mingw or you can get Cygwin. If you are on Windows,
you might be comfortable with an IDE such as Dev-C++.
If you are on DOS, I would recommend DJGPP. All of
the software I have mentioned is free and can be
downloaded from the Internet. I've used all of it,
and it all works well. Good luck to you!
