Why on Earth would anyone want to close down Salvation Mountain? While it might be a visual blight to some people or a visual Hallelujah Chorus to others, the clay he uses to cap the artwork could hardly be labeled a contaminant. I suspect the principal contaminants at the Slabs, if present in high enough quantities to constitute a hazard, are petroleum derivatives heavy metals, and chemical biproducts (e.g. trichloroethylenes, acetones, PCBs) from incineration or oxidation, all of which when waterborne are carried into subsurface levels by seepage.
