1. Report Calls for Better Management of Electronic Records
The Office of Management and Budget, the U.S. Archivist and
agency inspectors general need to work together to improve
electronic records management and accountability for it,
according to a recent report from the Interagency Committee
on Government Information, which recommends electronic
records management policy.

It offered "four high-level recommendations" in response to
an earlier report that "need to be understood as mutually
supportive strategies dealing with accountability,
government-wide policy and technical support, high-level
advocacy and coordination, and the infusion of information
and records management requirements into agency business
processes and decision-making."

The National Archives and Records Administration should work
together with the IG community through the President's
Council on Integrity and Efficiency as well as the Executive
Council on Integrity and Efficiency to identify ways to for
evaluate legislative compliance and establish incentives
for agencies to properly manage and protect their records,
according to the committee.

It said "OMB and NARA should provide agencies with clear,
non-conflicting guidance on information management that is
easily identifiable and widely available," through a
NARA-sponsored and managed website.

ERPWG also proposed using a recently issued federal
enterprise architecture security and privacy profile as a
records management profile -- and called for establishing a
federal records council to advise and support agencies,
the PCIE and the CIO Council to implement the ICGI
recommendations.

2.GAO: Traffic Safety Data Program Needs Better Oversight
The National Highway Traffic Safety Administration needs to
improve the monitoring and oversight of its traffic safety
data program, the Government Accountability Office has said.

It said variations in the quality of data across states
about when and why auto crashes occur make the information
less usable in preventing the millions of auto-related
deaths and injuries that occur each year.

Congress is currently considering whether to reauthorize
or expand NHTSA's grant program designed to help states
improve the safety-data systems used to collect and
analyze crash data from police and sheriff's offices and
other agencies, said GAO. It recommended that the safety
administration improve the management of its grant
documentation, as well as monitoring and oversight of
grant funds, something the Department of Transportation
agreed with.

While states reported carrying out a range of activities
to improve traffic safety data systems with NHTSA grants,
the documents they submitted to NHTSA lacked information
about what the activities accomplished -- so little is
known about the extent to which these activities improved
the systems, according to GAO-05-24.

It said that while state oversight of the grant program
complies with statutory requirements, it fails to provide
an accurate picture of what states are accomplishing
because "the agency did not provide adequate guidance to
ensure that states provided accurate and complete data on
what they were accomplishing with their grants."

Additionally, the agency did not have an effective process
for monitoring progress, though it has started to take
actions aimed at strengthening oversight, said GAO.

3. Union Reacts to GSA Manager's Words in Denial of Protest
The National Treasury Employees Union has announced that it
filed a suit against the federal government after the
General Services Administration denied the union's attempt
to hold a protest on the contracting out of federal jobs
because in the words of one GSA manager, it is "not the
administration's agenda to have a protest regarding
contracting out."

NTEU said it filed a First Amendment suit based on that
comment, alleging that its members were unduly silenced
for partisan reasons, noting that the New York City federal
plaza they wanted is often used for public demonstrations,
that they had already received a permit for that location
from the NYPD, and that they were told by the Federal
Protective Service that the rally did not pose a security
threat.

GSA came back just before the August 19 rally and said it
was denying the permit because of security concerns, and
relegated the rally to "a small space on the sidewalk
adjacent to a busy downtown street," according to the union.

It said that after FPS reiterated that it found no security
issues, a GSA manager told the head of the union's Chapter
47 that the permit was being denied because it was contrary
to the administration's agenda.

The union said it was seeking judgment establishing the
illegality and unconstitutionality of GSA's denial, as well
as an injunction requiring GSA to grant similar permit
requests in the future.
