Interesting that it's only in Scotland where you have to "Be able to
demonstrate a genuine interest in, and a commitment to getting the
best out of, [....] canals and their activities;"
One of the requirements is that you can demonstrate "a commitment to
change". Sums it up really - doesn't say much for maintaining our
heritage or working to improve facilities for users, notably boaters :-(
