A quick response from the Pronunciation department... they say
(paraphrasing here):

Source was Carys Richards, a BBC Cardiff announcer back in 1956.

The phonetic spelling on the website is a modified spelling, designed
to be easy to read version, which is as close as possible to the
native pronunciation but is anglicized. The Pronunciation Research
Unit do actually have the original pronunciation as IPA (International
Phonetic Alphabet), but since most people can't read this, they give
advice over the 'phone.

One of the things the modified spelling system does not allow is to
end a word with -e- as in bed, as no English words are pronounced in
that way. Therefore, we give -ay in that position, as one of the
closest alternatives.

That explains it. Any Welsh speakers like to chip in.
