I'm against moving from a licence fee based system to one based on
usage charges (or tolls as they used to be known - and perhaps should
therefore be backed by traditionalists!).

I therefore welcomed the decisions to make Anderton and Standedge free
of an additional charge.

But I don't think that congestion charging is quite the same thing.
Some parts of the system do get congested, and some active management
policy is required. In most places enforced mooring time limits are
probably enough.

In others more stringent measures such as congestion charging may be a
suitable solution. I don't see this as a slippery slope (or even an
inclined plane) - especially as it was introduced at the same time as
the dropping of charges at Anderton etc, which is a move in the
opposite direction.

I'd also be surprised if they were illegal - if current overstaying
charges are lawful.

It doesn't mean I particularly like them or would enjoy paying them,
but I don't get worked up about their limited use.

Perhaps we should argue for lack-of-congestion license discounts as
well in return. Every night on the BCN and off the main line gets £5
off your license fee!
