That was my understanding as well with regards to the Falkirk Wheel - the 
charge they wanted to make was simply unacceptable for any sort of regular 
use and effectively cut the Scottish Lowland system in half. I'm not sure 
that anyone ever paid when the charge was theoretically in force. 
Presumeably any lower charge wouldn't have covered the extra cost of 
collecting it.
