No it was built WIDE (including all the bridges!) but only narrow 
locks were built to save water (and initial cost) but with the proviso 
that they could be widened (or lifts built) if sufficient traffic 
materialised. It never did.

Even BW acknowledge that the gauge across the summit is 14ft beam.
The exception is the Welford Arm which was only built for narrow 
boats.
