No idea - I did not know about it until you (I think) mentioned it -
being a KIS, 12volt man.

It could be to ensure that an engine mounted mains generator can nopt
come on lin ewith teh shoreline - with the out of phase I could
imagine all sorts of interesting effects.

It could also be as you surmise. I do not recall seeing anything
about it the the BMEA codes and I am not sure all systems will have
one.
