Whilst travelling down the Grand Union it 'appears' in some areas there are relatively high numbers of either unlicenced boats, or they are just too lazy to put their licences up on their boats. Although I assume BW have noted these boats during ther November survey the levels of unlicenced boats 'appears' to be higher than the figures being quoted by BW.
