That's one way. I also think it would work if part-time wardens
were paid to patrol the towpaths just after working hours and
on weekends asking cyclists and fishermen to present their licenses.
I think the word would quickly get out that BW meant business and,
as a result, the part-time wardens could be reduced to, say, holidays.
At the moment, every cyclist & fisherman knows they are never challenged
so the natural reaction is not to bother getting a license. I wouldn't
be surprised if there is a downward trend in licences issued (and I
would be equally suprised if there are less cyclists and fishermen
using the canals).
Note, too, that such part-time wardens could also be checking for
out-of-date navigation licences and boats that have over-stayed the
local mooring limits.
