Well, if thta is true, its time it changed. Towpaths are mangled up by 
cyclists and I think a moderate annual charge would be appropriate.

How does one tell whther an angler is a member of a club? And you saying
that clubs monitor non-member fishermen?

It would if it persuaded non-club fishermen to buy licenses. I know a
lot of people that fish and very few of them are members of clubs (and
probably a significant number aren't licenced).

Clearly not very efficiently. And, anyway, getting more people out 
policing what is clearly a significant problem (and potential source
of additional income) won't do any harm.

Just today a boater admitted to me that he was allowed to over-stay
because he knew the 'BW bloke' and he had agreed to 'miss' him on
his rounds.
