You now wouldn't be able to afford a boat that a surveyor wouldn't pass. People 
get themselves into all sorts of problems buying these boats. Hence some of the 
no licences etc.
You must admit though that there are more than a few who buy a boat with less 
experience.  One at the yard where we built ours was fitted with white carpets 
& the female side of the ownership always wore high heels when visiting the 
boat. They didn't keep it long. Another at Pennylands wanted a boat 'cause his 
neighbours had one.
