I think that's unfair. To some of us, it was patently obvious when the "Veg Pledge" was announced that at BW's present staffing levels it would take some years to implement. And implementation is going in in places. Diring my annual judging of the London Region bit of the lock & length competition last month I was presented with two sections, one on the GU and one on the Stort where "Veg Pledge" work was what I was being shown. The Stort is a navigation where towpath-side vegetation was in a particularly bad state, with a lot on mature trees at the water's edge. The length I had to judge was between Burnt Mill and Hunsdon locks, where a lot of work had been done to excellent effect and I made it the regional winner of the Waterway Length competition. But to achieve that, they'd had to pull the whole maintenenance team (five people, IIRC) for the Stort and the Upper Lee off all other duties for a while.
