You should have perhaps politely informed them that they weren't
allowed to run their engine after 8 p.m. if they were tied up.
I was tied up on the visitor moorings at Great Linford a year
or two ago and one of the residential boats that infest the
area (and which BW do nothing to move on) was running his engine
in the evening. When it got to 8 p.m. I politely asked the
bloke if he'd stop his engine and to my amazement he did.
