Years of labouring in the public services have taught me that  
petitions, polls, public meetings and suchlike, especially if  
organised by newspapers, can give a highly distorted view of public  
opinion.  People are much more inclined to vote for no change -  
possibly a legacy from the days when governments and councils did  
things without consultation so that those in favour of change assume  
it'll happen whether they support it or not.

The residents of Preston might be more persuaded by the almost  
inevitable increase in property values alongside restored or  
recreated waterways.
