BW Monopoly There was a discussion/consultation fairly recently on the security of tenure of residential moorers. I seem to remember that it emanated from the office of the prime minister or the deputy prime minister and it contained a sentence/paragraph that I would dearly like to recall and to record for posterity, probably on my website. It said, in essence, that BW is state-owned or a branch of government, is in a monopoly position and needs to be watched carefully lest it abuses that position.
