Perhaps now is the time to create a new breed of marina that is not connected to the waterways at all. In fact, they can even be in areas of the country where there are no canals or navigable rivers. Then the floating residents can stay on their boats in their marinas all year round and not have to worry about scratching their paintwork on those nasty locks.
