I've noticed similar problems to Terry's on Locksley, particularly the
rudder vibration at the top end of normal cruising range (1300 revs or so)
on shallow canals.

I noticed some slight play in the bearing where the rudder stock goes
through the counter, and replaced a rubber 'O' ring last autumn. This
tightened things up a bit and all was well for a few months, but now the
problem is back again.

I think the diagnosis of air being drawn in right. Whenever I've been
river cruising, I've noticed frequent low rumbling noises (the kind an
elephant would make in the bath I should imagine!) coming from the general
area of the propeller.

I'm not sure whether ballast will solve the problem though, the counter
base plate is normally well below water level. Still , it's worth a try,
I've got a few surplus lumps of steel at the pointy end that I can move
back.
