That would place it in NW Pennsylvania, and there was (is?) indeed a waterway on that route. However, Wikipedia (http://en.wikipedia.org/wiki/Union_Canal_(Pennsylvania)) says the Union Canal went from Reading to Middletown (near Harrisburg), in the SE of the state.
