Sometimes happens! Because the K&A is mostly short pounds, they empty quite
quickly. A couple of months ago the last boater through in the evening left
the top gates open and one of the bottom paddles wide enough to drain the
pound by first light, lots of boats high and dry. It was more likely to have
happened through ignorance than malice though. In most cases I doubt that
you could open both sets of gates (as opposed to paddles) without heavy
equipment, because the fall on the locks is too great, water pressure keeps
them closed. In cases where it might be possible to open both sets of gates
the slight difference in water level would prevent the pound from draining
anyway.
A moron with a windlass can, of course, do plenty of damage, but fortunately
they don't seem to work themselves up to it as often as you might expect.
