This is info from Steve Davis who is organising/co-ordinating 
activities in Gloucester, an area in the forefront to be affected by 
cash saving initiatives. I've snipped and edited enough for it to make 
"reported" sense and all-comers are welcome.

Following dated as of yesterday

1.  . . . a meeting will be held on Saturday 21st October at 11:30am in
the School Room at the National Waterways Museum in Gloucester Docks.
Ian Jarvis will be there and, new news, so will Eugene Baston.

Eugene is BW External Relations Manager based in Watford. Many of you
may know Eugene as he often puts his head above the parapet on
uk.rec.waterways. Eugene is also an enthusiastic boater in his spare
time.

2. The rumour mill has been busy regarding the BW proposals for
restricted winter bridge/lock operations. Two rumours I am aware of are:

  - BW plan to implement their proposal regardless,

  - The winter restrictions will commence on 20 October 2006.

Neither are true!

3. The following are quotes from Ian Jarvis, both made today:

  -  "I would urge you to listen to me and not the rumour mill.  ... I
said words to the effect of - the decision has already been taken to
save a substantial amount of money, but the method of doing so is up for
discussion".  I take this to mean that Ian is open to alternative cost
saving suggestions.

  - "If we [BW] decide to go ahead with our current proposal, the
earliest implementation date will be January 2007".  This is (hopefully)
an accurate summary of a conversation I had with Ian today.

Hope this is useful and I look forward to seeing you all on 21st. It is
important you all attend the meeting and make your views known.
