I believe you ought to review the differences in gauge of the SL
Seaway and the Erie canal.  The former takes significant ocean-going
ships, the latter canal barges.  It would take an awful lot of the
latter to carry the same amount of cargo as one of the former.  

Even if you add the capacity of the route from Lake Michigan to the
Mississippi, I think you would be nowhere near making up for the loss
of capacity if the Seaway were to close.  

But don't tell the Army!  It might stop maintaining the Erie, which
would be a shame.

However, I'm not sure I like the idea of meeting something large going
15 mph on a canal.
