I believe each region (not just nation) should be given the authority
to control its own immigration.  In fact, my thesis at town planning
school was on exactly that.  The best tool I came up with to do it was
a selective income tax on immigrants for the first X years after they
moved in - sort of like an admission fee.

Now, how to persuade the EU to authorise such a scheme ...?

I believe I have seen that too.  IIRC, the argument went that man is
actually at the top of the food chain/pyramid, and the number of
individuals in a population normally decreases as one goes up the
pyramid.  Therefore, man should be a relatively rare animal globally.

However, one million does seem a little too small to me (although I
haven't worked up the argument as to why yet).  But one billion
doesn't sound bad.
