As I understand things  (and I'm sure Will will chip in and correct me if 
I've got it wrong), it is only petitions to Parliament for which there are 
tight rules.  Petitions to, for example, Downing Street, are noty so tightly 
confined.  So signature sheets with the old wording can go to Downing 
Street.  Downing Street can also receive electronic petitions (which 
Parliamentr can't), which gives another shot in our locker.
